Please could you advise me why the 9 NSW Laws listed below are  
due to commence on 01 Dec 2005 ?  

Two Laws in particular are of great concern  

4	Gene Technology (GM Crop Moratorium) Act 2003  

5	Human Tissue and Anatomy Legislation Amendment Act 2003  

BACKGROUND  

On Tue 04 Oct 2005 I met with Charmaine SMITH the PIAC Indigenous  
Solicitor to lodge an Affidavit and discuss concerns re:  

1	the Australian Government may not aware of the implications of   
	the US Bioterrorism Act 2002 in conjunction with the Australian-  
	United States Free Trade Agreement.  

2	the possible implications of the Genographic Project for  
	Indigenous People  

3	the establishment in 1981 of Biotechnology Investments by Rothschilds

On Fri 07 Oct 2005 Charmaine called me to say that she had spoken with  
Simon MORAN Principal Solicitor and yourself and you informed her that  
you did not have the resources do deal with the issue.  

9 ACTS LISTED TO COMMENCE ON 01 DEC 2005  

The 9 Acts that have been passed by the NSW Parliament between  
2002 and 2004 but not due to commence until 01 Dec 2005 are:
  

1	Law Enforcement (Power & Responsibilities) Act 2002
  
2	Conveyancers Licensing Act 2003
  
3	Valuers Act 2003

4	Gene Technology (GM Crop Moratorium) Act 2003 

5	Human Tissue and Anatomy Legislation Amendment Act 2003 

6	Nurses Amendment Act 2003 

7	Crimes Legislation Further Amendment Act 2003 

8	Electricity (Consumer Safety) Act 2004 

9	Commercial Agents and Private Inquiry Agents Act 2004 

NEXT STEPS 

It would much appreciated if you could advise:  

1	why Acts are passed by Parliament but not commenced  

2	if there is a way of finding out what other passed Legislation  
	has not been commenced  

3	The appropriate process to bring into the Public Forum for action  
	the concerns outlined in the Affidavit sworn 30 Sep 2005
