Over the past three weeks the Senior Officers listed on the Universities Australia web-site have been sent the emails as "Parents & Residents" detailing Public Concern over Council web-sites and the apparent deliberate avoidance of how to minimise Rate-payer costs. (Ref: AASAC8E1.htm) This contract had been awarded to an outsourced US based "Managed Services" company. Your Employees will be Rate-payers in many different Council areas. A BACKGROUND TO CONCERNS Over the last 3 years there have been Federal, State, University and Council Tenders that created concerns about Sustainability issues. Those tenders include: a 20 Jan 2006 Federal Department of Agriculture tender for "National Market-based Instruments [MBIs]" as Resource Management Tools {Att A} "Market-based instruments (MBIs) are proving to be a useful addition to existing natural resource management tools. MBIs use trading mechanisms, auctions and price signals to change behaviour to benefit the environment." b 05 Apr 2006 Central Queensland University Tender for supply of Electricity This tender required electricity to be metered electronically every 15 minutes for 11 main sites {Att B} c 2009 Council Greenhouse Gas Reduction Plan [GGRP] for next 15 years {Att C - Carbon Credits for 2010} B COUNCIL REFUSES TO ANSWER QUESTIONS Over the past two years a group of Parents and Mosman Rate-payers have endeavoured to ask a series of questions at Council meetings by following the published Council process. The Mayor, General Manager and Councillors have refused to answer those questions. A Complaint was lodged with the NSW Ombudsman. In Sep 2008 the Sustainability Action Network [SAN] was formed to contest the NSW Local Government Elections. The Mosman Council web-site appears to have been altered so that the Candidates faxed the lodgment forms to the wrong fax number. The NSW Ombudsman referred the matter back to Council and the Council again refused to discuss the issue in a Council meeting. In Jan 2009 the Council announced a "Community Engagement Strategy [CES]" with a web-site and a series of Community meetings. The 24 responses to the Council CES have been removed from the Council web-site. NEXT STEPS We would appreciate the meeting with yourself particularly as the NSW Electronic Transaction Act [ETA] 2000 appears to be exploited by State Government and Local Government Agencies against the interests of the Residents and Rate-payers.
