		15 YEARS TO TRACK DOWN REASONS WHY RUBAC PROGRESS AMBUSHED

What a Game ! The World Cup was pretty good too !!  After 5 years of living and
playing/coaching Rugby at Manly, Clive WOODWARD had worked out the strategy to beat 
the Southern Hemisphere.  

But it was close in the end.

As Clive WOODWARD found, living for a long time in another country certainly gives you a
different perspective. 

I have documented this perspective from Australia because you have all provide an investment
of time and resources between 1985 - 1993 and wondered why nothing has eventuated.

Hi Emily - I have just reviewed your e-mail and can confirm that
the link has been removed.

As OLM NET has bought out the ISP that has been providing ISP services to the 
Halisa International Network for 5 years I sincerely hope that, as a long 
standing Client and fee payer since Jun 2000, that you will respond to the 
5 questions asked in this e-mail.

The Stakeholders Report 2003/11/26 has been removed as you stipulated from 
the Index of the Communications with the Australian Computer Society within 
72 hrs rather than the 48 hrs

This e-mail is replacing the document that an unknown Person alleges 
has defamed that person

The action would have been carried out far more quickly if your e-mail 
was sent to the right e-mail address or with the appropriate urgency.

I request you as a Paralegal to respond to 2 separate issues

Issue A - why did you send e-mail to wrong e-mail address

Issue B - implications of your actions

A	WHY DID YOU SEND AN E-MAIL TO THE WRONG ADDRESS

Q1	Given the 48 hrs Notice required, why did you send the e-mail to 
	sggould@oic.org and not to me at stephen.gould@halisa.net or 
	sggould@halisa.net where the web page was listed ?

Q2	Given the 48 hrs Notice required why did you not send it by Urgent 
	post rather than normal e-mail ?

Q3	Why did you not state WHO is alleging defamation in the Report
	article on the web-page ?

Q4	Who gave you the e-mail address sggould@oic.org ?

At the moment I am unaware of any claims involving Defamation.

TRUTH is always an accept defence against claims for defamation.

Your action goes against all current Common Law Legal Practice in 
the US, Australia and UK whereby People are presumed Innocent
until proved Guilty.

Your action means anyone can claim that they are being defamed to 
an ISP and an ISP it will shut down a site without a Court reviewing
the Matter

B	IMPLICATIONS OF YOUR ACTIONS

I am very very concerned that someone can contact an ISP to claim 
that they are being defamed and the ISP Legal Department state they 
will close down the Site within 48 hrs

Freedom of Speech is the basis of the US Constitution - Amendment 1

This issue has to be pursued further because Halisa paid its
ISP fees to another company that OLM bought out last year

The implications of your actions indicate that this issue has to be 
pursued further particularly in the light of the recent article about 
the "US determined to control the net" Sydney

Whilst I appreciate that you are just doing your job,  I am sure
you are concerned like many Citizens about how the Internet
can be used as an Instrument of Control and Oppression unless
the appropriate Public Interest Safeguards are  implemented.

Q5	As the legal department for a US ISP that Halisa has been
	a client for over 5 years, please advise how else you can report
	to Stakeholders about issues that concern their financial welfare ?
